It really comes down to tension. You are going to achieve your best vibrato when you are most relaxed in your left hand. If you are thinking about how difficult a piece is and how you have to do a difficult shift, this is what can restrict your vibrato. Try to do minimal movements with your left hand when placing notes (shifting including), so that you can achieve the vibrato you want at any time. This is my advice to you Jodi!
